  Each group should report on the number of FTEs they have available for the quarter.
  Chris: should list blockers.  Dev blocking issues could help with setting dev priorities.

 The proposal is large and will require discussion, redrafting and formalisation. 
 This will be a long task so different elements need to be prioritised.
 TODO: Paul to prioritise changes: which are essential for LEGO, and which would just be good to have.
