PANTHER 10.0 release update

Huaiyu: PANTHER 10.0 has been released. Suzi cut a new PAINT release (v.14) to point the software to the new library. However, please wait until it is debugged and tested. It should be ready in a week or so. Because of this change, the PanTree may not point to the new version of the library.
