Improve Taxon constraints in PAINT
- PAINT should take into account children and NOT just the node annotated to give taxon constraint warning
- (Re-) discuss filter/warning: Manually assigning NOT annotations is time-consuming. It may be worth it to notify GO if there are bad taxon constraints
