I don't want us to go in the weeds or come up with a solution. Let's just quickly review the consequences of our current decision for users. Currently the gene sets of 'cardiovascular system development' are massively incomplete as shown here: https://github.com/geneontology/go-ontology/issues/19452#issuecomment-629025759

If we decide this is a priority let's come up with a plan
