Automatic replacement of obsoleted GO terms in PAINT annotations

• PAINT validator tool will start doing this during the full GO update. GH ticket
• Would this new logic affect Curation tool behavior? Editing a book invokes some validation/QC checks, which would include this obsolete term repair.
