An entity (e.g. Cellular Component, cell type or anatomical entity) at which a Biological Process or Molecular Function does not occur. Opposite of occurs_at.

==Comment==

This relation is not constrained with respect to whether the entity completely surrounds, or is adjacent to, the location where the process is executed. Example: chromatin silencing at centromere unfolds_around centromere : Repression of transcription of centromeric DNA by the formation of heterochromatin.
