OBO-Edit MIREOT support

Purpose

Ontology development increasingly leverages external ontologies. MIREOT provides a specification for systems to manage this information. OBO-Edit will need to support a MIREOT-like mechanism in a robust fashion to support CL and future versions of the GO.
