2. Cell fraction terms

The proposal is to now map (in)soluble fraction terms to 'cellular_component' ND, if no other cellular component annotation is present for that gene product.

Annotations to SOLUBLE FRACTION. Remove if any other CC annotation. Remaining annotations map to GO:cellular_component

Annotations to INSOLUBLE FRACTION. Remove if any other CC annotation. Remaining annotations map to GO:cellular_component
