Update on ontology maintenance project

Further improving the efficiency of term obsoletion

These small tweeks: 1. When we create the annotation files, 4 files are not created and we need to look at them all to see if they have any contents. Is it possible to not create the file if there are no annotations? 2. We still need to create a lot of tickets for the obsoletion, and then do the e-mail. Can we think of any other ways to streamline further?
