The release is often delayed by internal and external (upstream data providers) issues.

so far in 2023:
- 7 releases (should have had 10)
- 13 attempts
  - 6 failures due to internal problems
  - 4 failures due to external problems

Can we improve?
- internal issues: working to improve pipeline; performance issues slow down turn around time
- external issues: we've been giving a week (or more) for groups to fix any issues. Should we be more aggressive and directly load the previous 'passing' file, and let groups fix their issues for the next release?
