Propagating 'response to' annotations

While I am looking at the annotation to finalise the matrix project paper, it seems the annotations which mostly seem to make well annotated genes unmanagable are the "response to" annotations.
Many of these are IEP, and many are tranferred between human mouse and rat.
We could do 2 things to contain "response to " annotations a little
i) Depracate the IEP evidence code, or disallow IEP evidence for response to terms
ii) disallo ISS/ISO/IEA annotation from the response to branch

has response to herbicide, various metals, wounding, hormones, saccharides, drug, anmino acids etc.... it's crazy...

these annotation make it impossible to find anything...
then mapped over to mouse by Ensembl...
